So I did some online research, and found the orientation that seems to be correct. I definitely had to reclock the control head. With the governor in the correct position on the engine, the control arm faced down, when it&#8217;s supposed to be up. I went 180 degrees out from the original position. The nuts are pretty hard to get on to torque.
